Context
On 3 November the Prime Minister said Haiti directs the foreign forces, with a Salvadoran colonel and a GSF leader beside him; but the UN says most Salvadoran soldiers are not under the GSF framework, and a lobbyist for El Salvador's government declined to say who they report to. According to an AP source, before 18 October El Salvador had no agreement with the UN or with the Haitian government; a Global Initiative analyst calls it "an orchestra without a conductor".
